民族联盟发表声明 重申全面包容原则

    9月11日《内比都会谈后民族武装组织重申“全包容”原则》】民族武装组织新闻信息小组周四发表声明称，民族联盟将继续争取包容所有武装组织参加签署全国停火协议。
    民族武装组织领导人于9月9日在内比都会见了缅甸总统登盛、6位联邦部长、联邦和平工作委员会副主席、副总检察长和一位缅军代表。登盛总统在致辞中说，原则上同意包容所有武装组织签署全国停火协议，但必须采取务实的办法来落实这一原则。
    民族武装组织说明了自己的立场：民族联盟坚信包容所有民族武装组织签署全国停火协议对于在缅甸建立信任和持久和平极端重要。
    与此同时，若开军、缅甸民族民主同盟军和德昂民族解放军也在同一天发布了另一份声明，表示这三个组织将进一步加深相互之间的政治同盟和军事合作。声明要求缅甸政府实行自由公正的选举，希望下届民选政府基于彬龙协议解决缅甸的军事紧张和政治动乱。声明还重申了拉咱峰会和洛奇拉峰会达成一致的包容所有武装组织签署全国停火协议的原则。
    另据BBC缅语频道，缅甸最大的非国家武装组织佤邦联合党在其声明中宣布，它将不参加签署全国停火协议。佤邦联合党说，它已经与缅甸政府签署了双边停火协议，而且已向中国政府保证不允许西方国家卷入缅北事务。

Ethnic Armed Organizations’ (EAOs) News and Information Group on Thursday released a statement saying that the ethnic alliance will continue working for the inclusion of all armed groups in signing the Nationwide Ceasefire Accord (NCA).
Leaders of EAOs met with Burma’s President Thein Sein, 6 Union Ministers, UPWC’s vice president, Deputy Attorney General and one representative from Burmese Army on Sept 9 in Naypyidaw. President Thein Sein, said in the statement, agreed the inclusion of all armed groups in NCA in principle but need to come up with pragmatic ways to implement such principle.
The EAOs stated its stand that the alliance firmly believe that the inclusion of all ethnic armed groups in signing the NCA is extremely important for building trust and lasting peace in Burma.
Meanwhile, the leaders of AA, MNDAA, PSLF/TNLA released another statement on the same day saying that the three organizations will further their political alliance and military cooperation. The statement urged Burmese government to carry out a free and fair election and expressed hope that the next elected government will solve the military tension and political turmoil in Burma based on Panglong Agreement.  The statement reiterated the inclusion of all armed groups in NCA signing as agreed in Laiza and Law Khee Lar Conferences.
The United Wa State Party (UWSP), the country’s largest non-state armed group, announced in a statement that it will not participate in the NCA signing, reported BBC Burmese. UWSP said it had signed a bilateral ceasefire agreement with the Burmese government and promised to the Chinese government that the western countries will not be involved in the affairs of the northern part of the country.

对头。登盛的不包括6个少数民族是不对的，他们也受到大民族主义欺负打压，他们要求的生存权等基本权利是合法的，登盛以他们的武装地区小而排除在外是违反人权的。登盛政府的实质还是军政府，其所制定的宪法毫无代表性，是非法的。军政府的好日子到头了，可以说没必要跟军政府谈了，虽然他们还要疯狂蹦达几天，但是那也是其最后的晚餐啦！黑暗即将过去，曙光就在眼前！
