据每日星报,一百多位英国议员要求将敏昂莱送交国际刑事法院,审断针对若开邦罗兴亚人的保安行动。
“英国政府当前应毫不含糊地说,应该把缅甸目前的局势诉诸国际刑事法院。”他们在昨天致英国外交部长鲍里斯·约翰逊的信中这样写道。
这封信由一百多位议员签署,其中包括了工党议员Rushanara Ali。他们说,缅军和敏昂莱将军没有为他们的“保安行动”付出应付的代价,而且敏昂莱显然是被不受惩罚的意识壮了胆。“敏昂莱肆意激化同该国其他族群的冲突,威胁和平进程。”
信里说英国通过确保联合国安理会发表声明和就缅甸所必需的采取的步骤建立国际共识,发挥出了外交领导作用。不过,安理会的这些要求基本被无视。
“现在必须再进一步。”指要求吧敏昂莱送交国际刑事法院。
“尽管目前这一步骤可能在联合国安理会遭到俄罗斯和中国的反对,但是我们必须建立国际共识说服这些国家改变立场”。 信里写道,这一进程应该始于英国政府务必在2月26日欧盟外交事务委员会会议上争取欧盟宣布支持诉诸国际刑事法院。“能被说服支持诉诸国际刑事法院的国家越多,敏昂莱及其军事行动的不受惩罚意识就越被削弱。这转而将起到防止缅军进一步攻击平民的作用”。信里提到,英国政府还应该努力落实欧盟禁止向缅军供应一切装备的协议,停止军事训练与合作计划。
议员们还希望联合国授权实行全球性的对缅武器禁运。

More than a hundred British lawmakers have called for anInternational Criminal Court (ICC) referral for Myanmar's militarygeneral Min Aung Hlaing over the security operations against theRohingyas in Rakhine.“It is time for the Britishgovernment to unequivocally statethat the situation in Myanmar should be referred to theInternational Criminal Court,” they said in a letter to BritishForeign Secretary Boris Johnson yesterday.The letter was signed by over a hundred MPs, including LabourParty Lawmaker Rushanara Ali.They said the Myanmar military and General Min Aung Hlainghave paid no meaningful price for their “security operations”, andHlaing's sense of impunity appears to be emboldening him.“He [Hlaing] is aggressively escalating existing conflictsagainst other ethnic groups in the country, threatening the peaceprocess,” the letter read.It said the UK has so far shown diplomatic leadership bysecuring a statement from the UN Security Council and buildinginternational consensus on steps needed to be undertaken byMyanmar. However, the demands of the Security Council have largelybeen ignored.“Now it is time to go further,” it said about the call for ICCreferral for General Hlaing. “Although at present such a step [ICC referral] would likelybe opposed within the UN Security Council by Russia and China, wemust work to build an international consensus to convince thesecountries to change their positions.”This process should start with the British government ensuringthat the European Union announces support for a referral to the ICCin the meeting of the EU Foreign Affairs council on February 26,the letter read.“The more countries can be persuaded to support a referral,the more the sense of impunity with which General Min Aung Hlaingand his military operates will be reduced. This in turn may helpprevent further military offensives against civilians.”The British government should also work to secure agreementthat the EU bans supply of all equipment to Myanmar military, andends military training and cooperation programme, itmentioned.The MPs also want a UN-mandated global arms embargo againstMyanmar.
